They sign toothless international agreements to relieve the political pressure of having to actually do something meaningful.

They preach about the importance of the environment while attacking those doing the most for it.
(Tesla wasn’t invited to the White House’s EV event because it’s a “non-union shop,” i.e. the Democratic Party cares more about rewarding its big union auto donors than fighting the “existential threat” of climate change.)
They are against raising the federal gas tax, which hasn’t been raised since 1993.
They cancel the Keystone Pipeline even though it’s a better and safer way to transport crude oil and then go ahead and waive sanctions on Russia’s oil pipeline (and when Senate Republicans tried to override the waiver Senate Democrats used what they call the “Jim Crow” filibuster to block it).
They are in lockstep with academia and the teachers’ unions, which do an expensively poor job in educating our youth in STEM therefore creating a STEM shortage.
They are against oil subsidies in theory, but then increase oil subsidies and oil drilling. The Democratic Party is in favor of “green” subsidies, but even Elon Musk who could be on the receiving end of some of them in BBB says, “don’t pass it” because he sees it for what it is: cronyism.
The Democratic Party is against natural gas, even though it’s much cleaner than other fossil fuels.
They are against nuclear energy, which is the single best way to reduce CO2.
They tend to live and govern from concrete jungles (would adding a few more parks and trees be so much trouble?) as they fly around in private planes.
And they rather fear-monger over a “climate crisis” as it helps them win elections instead of uniting in a genuine bipartisan effort to reduce pollution.

The Democratic Party wants to keep a “winning issue” an issue for as long as possible no matter how many people die from pollution because inside the beltway the goal isn’t protecting the environment but winning elections; not change, but control.

Once again, right on target. No person or organization invests its stored wealth without the highest probable return on investment. The climate industrial complex is investing for large returns from politicians. Biden's job is to keep selling fear to the public so they will submit to being fleeced by his parasitic sponsors. Not unlike the nuclear arms race. If you thought the war in Afghanistan was a triumph and the Covid response was a showcase of government competence, you will just love the War on Climate.
The electric utilities are investing in politicians to create an advantage for themselves and promoting electrification of everything. When the public begins to realize that even a few percent of electric cars mean massive grid upgrades, paid for by all for the benefit of a few rich virtue signaling elitists, it could be the tipping point for a revolution. Access to energy is the single most powerful driver of individuals and civilizations. As you point out, even Biden understands that reality behind his vote-seeking progressive mask.
